The State Election Commission, Haryana was constituted on
18th November, 1993 under the provisions of
Article 243K read with Article 243ZA
of the Constitution of India.
Role & Responsibilities
- Superintendence, direction, and control of elections to Panchayati Raj Institutions (PRIs) and Municipal bodies.
- Headed by a State Election Commissioner appointed by the Governor.
Constitutional Powers
- Powers under Articles 243K and 243ZA are identical to those of the Election Commission of India under Article 324.
- Election Commission of India → conducts elections to Parliament and State Legislative Assemblies.
- State Election Commission → conducts elections to PRIs and Municipal bodies in Haryana.
Electoral Functions
- Preparation of electoral rolls for local bodies (Municipal Committees, Councils, Corporations).
- Preparation of rolls for Panchayati Raj Institutions (Gram Panchayat, Panchayat Samitis, Zila Parishads).
- Conduct and supervision of General, Mid-term, and Bye-elections.
